        Causes a flash hook on the line.  This is a hangup followed
        after 1/2 of a second by a pickup.  This is commonly used to
        signal a PBX systems to start a call transfer.  It can also be
        used to answer another call on a line that uses call waiting.
        The delay between hangup and pickup can be set with the
        SET_FLASH_TIME command.
